(Board Meeting – Community Copy)
August 14, 2007
Attendance – Chuck, Linda, Stacy, Phil, Trish
- 7/12 & 7/26 minutes approved. Chuck will email Trish member total for Community Meeting. He will also ask George to put the Envirotech presentation notes as a separate document on the web site.
Landscaping Contract
- Phil presented a contract from Thrifty Cut. Thrifty Cut will cut and trim on a biweekly schedule for $900/cut to be paid within 30 days of service. The contract ends 1/1/08. Either party may end the contract with 60 days written notice. The board unanimously approved.
Deed Restriction/By-Law Vote
- Still 30+ votes short of passing any measures.
Playground Repair
- Tentatively planning to work to remove graffiti sometime in September, after the kids are back in school. The board felt this would then make it less likely for an immediate recurrence.
Snowplowing
- Phil stated that we will have a contract by November.
Clean Up of Open Space
- Phil presented a contract from Fresh Cuts for the board to view. It was decided that the contract needed to be more specific – addition of mowing, removal of saplings, etc. The current contract only lists the removal of cattails and cleaning out flowerbeds along route 9.
Recharge Basin
- The recharge basin is full of grass clippings and an overgrowth of grass. The “No Dumping” sign had been removed and was lying down in the basin. Phil will ask county engineers to check it out and ask Fresh Cuts for an estimate on cleaning the basin. He will also talk to a sign contractor about inserting the sign in cement so that it cannot be removed.
- Trish will send notices to the 3 houses on Covington whose properties are in front of the basin and ask them to notify the board if they notice any dumping. Dumping is a state violation.
Pond Maintenance
- Envirotech called for the pump and the serial number. The float base for the fountain is broken and needs replaced.
Landscaping
- Trish still has not received a planting date from DelDot. She will email Mary Hamilton from DelDot again to see what needs to be done to expedite things. She will explain that this has been a long process and that the planting must take place this fall. She will also ask for a specific landscaping date so that topsoil may be placed before planting.
- Linda stated that the community signs are now insured. The additional cost to insure them was $50/year.
Assessments
- Linda said that Steve had sent letters to delinquent homeowners and $100 collection fee had been added to each delinquent member.
- There are 19 homeowner currently delinquent.
Community Concerns
- An email was received concerning the recharge basin. Chuck will reply stating our plans to correct this.
- A community member sent an email stating that a home near them has a garden on the side of their property that looks awful. Trish will draft a letter to the home w/ the garden stating that it is against deed restriction. She will also draft a response to the complainant that Chuck will forward informing that we sent a letter to the homeowner.
Newsletter/Non-profit Postage
- Will discuss at the next meeting how to handle future newsletters since WMC is now required to do and pay for mailings.
- Chuck will talk to the post office about bulk mail for non-profits. The postage for non-profit is $.13 to mail instead of $.41.
Next Meeting
- The next board meeting will be held Thursday, September 20th at Linda’s house at 7:30 p.m.
