Wynthorpe Minutes (Board Meeting – county copy) April 19, 2007

Deed Restrictions (Enforcement/Proposals)
- Trish reported that 47 violation notices were mailed. Trish and Chuck reviewed and replied to all comments/complaints received regarding letters.
- Deed Restriction amendment regarding enforcement is critical for real enforcement of restrictions.
- Board unanimously approved adding the wording, “may be sent to a collection agency” as part of the enforcement proposal.
Playground Repair
- Chuck, Phil and Chris Tatnall will oversee
- Repair to be made May 12th, weather permitting, at 10:00 a.m.
- Phil said that the park may be torn down after 10 years. He suggested that we may want to consider that in the future, considering all the vandalism. The board would have to find the date of origin for the playground and bring the idea before the community, when the 10-year time period has been reached, for their opinions.
Door-to-Door Vote
- Tentatively set for May 19th.
Pond Maintenance
- The current Envirotech contract is for maintenance only (preventive). Need to add cleaning of ponds to treat current algae, etc. Phil will contact Bayview Manor for information on who they use for informational purposes for any future contracts.
Landscaping/Snowplowing Bids
- Will look into Fresh Cutts and 2 others in the future.
- The board agreed to the following regarding new contract(s):
Landscaping
- Remove “pruning and shaping of trees” from contract wording
- All but lawn cutting and edging should be done “per request”
- Mulching, fertilizer, topsoil, aerating, leaf removal, seeding, and reseeding done per request
- Spring and/or summer weed and feed, per request
- Must include out-clause stating, “Either party may terminate contract with 30 days written notice.”
Snowplowing
- Must work with DE snow removal program
- Done only when snow is 4” or greater
- Invoicing done on a “per snow event” basis
- In icy conditions, salting should only be done per request
Landscaping/Lighting
- Stacy received bids from 3 contractors with price range of $1300-$2300.
- Trish talked to Valerie Longhurst’s assistant, Jerry Hall, and he is supposed to get back to her regarding the proper procedures for state approval for funding.
- Trish will email DeAnne Wimbish to give her an update.
Treasurer’s Report
- Linda showed that there is $47,194 in checking. 42 homeowners still owe ’07 assessments. We owe $3700 to Green Side Up, $1500 to Nationwide. New pond contract with Envirotech will have to come from Capital Fund account since it was not on the budget for ’07.
